According to new rules (from December 2021), every tourist to visit Iran needs an invitation letter. You should contact a licensed travel agency in Iran to issue the invitation letter or Visa Authorization Code.
The travel agency will submit an application to the Iranian Ministry of Foreign Affairs (MFA). If the application is confirmed l, they will send you a visa authorization code, which you have to take to the Iran Embassy/Consulate along with all the other required document. Some nationalities can get Iran visa on arrival with this authorization code.
